Which countries are in the game?

Budget match compares how two budgets are split across the ten spending areas: 100% means identical splits, and 0% is about as different as two budgets in this game get. Categories a country doesn't report are left out of its match scores. Sources: Eurostat, general government expenditure by function (COFOG), 2024, for EU and EFTA members; OECD (COFOG, general government) for South Korea, Colombia, and Chile, with GDP from the Bank of Korea, Colombia's DANE, and the IMF; IMF Government Finance Statistics (COFOG) for everyone else, using each country's latest year with all ten categories reported, 2015 or later. Most IMF figures cover all levels of government. Where only central government figures exist, the puzzle says so; those budgets leave out regional and local governments and often separate pension funds, so social protection can look small and transfers to other levels of government show up under general public services. Federal countries with only central figures, such as Argentina and Ethiopia, are left out. Peru and Burundi come from the BOOST Public Expenditure Database, World Bank Group, sorted into the ten categories by hand (Burundi's by ministry); commercial use of the BOOST data is prohibited. Hong Kong and Macao are included as territories. Figures for Belgium, France, Germany, Portugal, Slovakia, and Spain are provisional.
